At the National Cultural Conference on November 24, 2021, General Secretary Nguyen Phu Trong clearly stated the viewpoint that our Party identifies: Culture is the spiritual foundation of society, both a goal and an endogenous strength, an important driving force for national development; identifying the development of culture in a synchronous and harmonious manner with economic growth and social progress is a fundamental orientation of the process of building socialism in Vietnam, demonstrating the superiority of our regime. To put it in a profound and concise way, as Uncle Ho said: “Culture guides the nation”! The culture we build is an advanced culture, imbued with national identity, with the core content being national independence and socialism; Marxism-Leninism and Ho Chi Minh Thought play a leading role in the spiritual life of society; inheriting the fine cultural traditions of the Nation, at the same time selectively absorbing the achievements and cultural quintessence of the world, striving to build a civilized and healthy society for the true interests and dignity of people, with increasingly high levels of knowledge, morality, physical strength, lifestyle and aesthetics. General Secretary Nguyen Phu Trong also left a profound saying: “A cultured person, a cultured family, a cultured nation; cultural lifestyle, cultural lifestyle, cultural behavior... As for evil, mean and despicable deeds, illegal and vile actions... are uncultured, uncultured, and anti-cultural. Human happiness is not only about having a lot of money, a lot of property, eating well, dressing well, but also about the richness of the soul, living in love and compassion, justice and fairness".

Speaking at the National Conference of Internal Affairs Agencies to implement the Resolution of the 13th National Party Congress on September 15, 2021, General Secretary Nguyen Phu Trong reminded: Each cadre, soldier, and civil servant of an internal affairs agency must regularly train and hone himself so that the "sword" is always strong and sharp, daring to swing the sword and swing the sword at the right time, cutting the right target, without being damaged; so that the “shield” is always strong and sturdy, no bullet or arrow can penetrate it, especially “sugar-coated” bullets and arrows. General Secretary Nguyen Phu Trong confided:

We only live once, we must live meaningfully, so as not to feel regretful for mean, cowardly, and shameless deeds; what is the point of having a lot of money, you can’t take it with you when you die. Honor is the most sacred and noble thing”.

In the first meeting of the Government for the 2021-2026 term on August 11, 2021, General Secretary Nguyen Phu Trong requested to do better in personnel work, especially in the management, review, and evaluation of cadres to select and arrange the right people who are truly virtuous and talented; truly “diligent, frugal, honest, upright”, “impartial and selfless”; truly dedicated to the country and the people in leadership positions of the government apparatus and authorities at all levels.

General Secretary Nguyen Phu Trong noted: “Do not “see a chicken as a pheasant”, “do not see red as ripe”, do not be tempted by evil interests, shameless acts. Resolutely fight to eliminate corrupt elements, degraded in political qualities, ethics, lifestyle; oppose all manifestations of seeking positions, power, localism, preferential recruitment of unqualified relatives”.

At the opening session of the 1st Session of the 15th National Assembly on July 20, 2021, General Secretary Nguyen Phu Trong did not forget to advise: "All of our National Assembly deputies of this term need to continue to uphold the spirit of responsibility, devote themselves to the country, the people, serve the Fatherland, serve the people, regularly cultivate, practice, maintain qualities and ethics, improve qualifications in all aspects, be close to and listen to the opinions of the people, perform and best complete the tasks assigned by voters and people"./.
